QLRC launches Evidence Law Review with expert panel event

The Honourable Justice Lincoln Crowley KC is part of the panel.

The Queensland Law Reform Commission has begun a wide‑ranging review of the state’s evidence laws.

To mark the start of the review, the Commission will host an expert panel event on Thursday, 30 April 2026, bringing together leading judicial and academic figures to examine how evidence law operates in Queensland and where reform may be needed.

The session, held in Brisbane and livestreamed online, will give practitioners, academics and the public an early opportunity to engage with the issues and raise questions about potential changes.

QLRC Chair Fleur Kingham will lead the discussion with an eminent panel of experts:

  • The Honourable Justice Lincoln Crowley KC – Supreme Court of Queensland;
  • Commissioner Ruth O’Gorman KC – Queensland Bar; and
  • Dr Rebecca Wallis – Senior Lecturer, TC Beirne School of Law, The University of Queensland.

Together, they will examine the strengths and limitations of Queensland’s current evidence framework, opportunities for modernisation, and lessons from jurisdictions that have adopted the Uniform Evidence Law.

Attendees will be encouraged to participate, with the webinar designed to be interactive and responsive to practitioner insights. The session will also be recorded and published on the QLRC website.

About the panellists

Fleur Kingham, appointed Chair of the QLRC in 2023, brings extensive judicial and tribunal leadership experience, including as President of the Land Court of Queensland and as the first Deputy President of QCAT.

Justice Lincoln Crowley KC, appointed to the Supreme Court in 2022, is Australia’s first Indigenous judge of a superior court. His Honour’s background includes significant work in criminal law and service as Senior Counsel Assisting the Disability Royal Commission.

Ruth O’Gorman KC is recognised as a leading criminal law silk, with a practice spanning appellate advocacy, disciplinary matters, inquiries and inquests. She is also a current QLRC Commissioner.

Dr Rebecca Wallis specialises in criminal law, evidence and criminal justice system design, with a research focus on how legal principle translates into operational justice system outcomes.
